Instead of use of mindless name calling as demonstrated by the previous poster, I'll focus on the merits of the proposal at hand.
The idea of a world tax is unworkable. Those who have the most to lose would simply never agree to it.
This is obviously targeted at the United States, the largest exporter of armaments, and the leader in high tech (ie expensive) weaponry. The tax proposal ignores the reality that the United States, while lagging on the percent of wealth basis, provides more charitable funds than any other nation.

Time for global tax French president supports plan to fight international poverty
French President Jacques Chirac is the latest leader to call for the imposition of an international tax to help fight poverty.
Speaking at the United Nations in New York, Chirac praised a report prepared by a French working group that proposed a global tax be levied on arms sales and some financial transactions.
